Describe the bug
When I re-order focus points by dragging and dropping them into the correct order, the new order isn't preserved when the page refreshes. They stay in the order in which they were originally created. Incorrect sequences can be re-ordered correctly.

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://connect.quill.org/#/admin/questions/-LNWPiEttDBI7VnD_bjj/focus-points
  2. Drag the second focus point to the top position.
  3. Refresh the page.
  4. See error

Expected behavior
I can re-order the focus points.

Impact
This impacts the curriculum team's ability to grade questions and provide helpful feedback since the order of focus points determines the order in which feedback is given to students. While I try to write focus points in the correct order from the beginning, sometimes I add a focus point later on or realize that the order is incorrect. I can get around the issue for now by deleting focus points and re-entering them in the correct order, but when there are many focus points and each focus point has multiple text strings, this can take a long time.
