[accessibility] Add internationalization (i18n) support

Separate tasks

• Add a library like react-18n to the project (https://github.com/i18next/react-i18next)
• Add a selector for toggling between different languages
• Add translation files for different english elements on the page
• TODO: add a sample PR showing how to internationalize an input field on the page
