Platform is win-amd64-py2.7

does it tell you which character is bad? Locale support on Windows is terrible in Python :-/ This code runs swimmingly on OSX (and presumably Linux). Unfortunately, '%c' is not equivalent.

I can fire up my Windows VM a bit later and take a look as well.

%D is the unknown directive. See also http://docs.python.org/library/time.html#time.strftime.
