Perform user welcomes via OAuth #141

Instead of the current welcomerbot and faking a signature, we should be using OAuth to authenticate as a specific user and perform the edit that way.

Implement automatic creation and welcoming
Many things:
* Job queue
* Job dependencies
* Multiple creation types
* Default creation type preference
* Creation of account via bot
* Creation of account via OAuth
* Welcoming of user via OAuth
* Dynamic request queues on main page
