Hopefully this rebases my version
…e moved over to 3.3 as the main branch. The behaviour of these files seems to match the documentation.

The 3.3 version of Date and Time modules had changes applied since, a careful manual merge is now required. |

The date and time code in the Master branch was updated by Tim Brody, but was lost when we switched to 3.3. The behaviour of these four files (Date.pm, Time,pm, 71_datepicker.js, datepicker.css) matches the documentation.
May also require revision of eprints fields that specify minimum values (not used in this version).
