This will add support for new.target and object rest/spread. Need to remember to update escope and test out a few rules.

I'll work on this.

I'm going to leave off too much testing for this. I'd like to release RC 1 and then get feedback as people find issues rather than trying to proactively seek out every rule that might run into this.
