Docs: no-extra-semi refers to no-space-before-semi instead of semi-spacing #4598

On the no-extra-semi page, the "See Also" section references the no-space-before-semi rule. That rule has been deprecated in favor of semi-spacing, so I think the documentation of no-extra-semi should be updated accordingly.
