Change strict default mode to "safe" #4961

Right now, when given no options, strict defaults to "function" mode. I propose changing this to "safe". We had switched to "function" for 1.0 as that was the only safe-by-default option, but now we have an actual safe option that stands a better chance of being the correct default choice.
