We're still exceeding the perf budget number fairly regularly. Time to bump it up to eliminate the noise.

Should perf be run many times, taking the median result?

I like that idea - I just don't have time to do it right now and I want to get out 0.5.0 to fix licensing issues that prevent Yahoo from using ESLint. Opened #781 for your suggestion.
