espeak-ng --ipa -v de ütz
produces the phoneme
ˈ?ts
but this question mark:? is not a proper phoneme as far as I can tell. I can't find it in the IPA rules and my cereproc engine does not pronounce it.

For many phonemes in espeak-ng, IPA name is not defined and then name given in configuration (e.g. for phoneme a a is used).
In this case wrong entry ipa ? was added for phoneme y.
You can review ph_german and check for any other errors (e.g. ipa ?? for phoneme UR entry) or suggestions for missing IPA names of all other phoneme entries.
