What does this implement/fix?

This adds support for wl-134.
The wl-134 is a device to read rfid pet tags on 134kHz.

Test Environment

  • ESP32
  • ESP32 IDF
  • ESP8266

Example entry for config.yaml:

uart:
  rx_pin: GPIO17
  baud_rate: 9600
  
text_sensor:
  - platform: wl_134
    name: Transponder Code
    reset: true

Checklist:

  • The code change is tested and works locally.
  • Tests have been added to verify that the new code works (under tests/ folder).
