The cachetools library is included with Pro, so I suspect something is wrong with the installation. I would recommend:

  1. Uninstalling Pro 2.8 Deep Learning
  2. Uninstalling Pro 2.8
  3. Confirm that there is no Pro 2.8 Deep Learning installation still present on the machine, and if there is, uninstall.
  4. Directly remove any files still present in C:\Program Files\ArcGIS\Pro\bin\Python\envs\arcgispro-py3 or equivalent location for your installation.
  5. Install Pro 2.9, confirm import cachetools works out of the box
  6. Install Pro 2.9 Deep Learning

Hope that helps!
