Describe the bug

Replace current ethereum.org's product roadmap URL on /about/#roadmap page to #13399.

To reproduce

  1. Go to 'https://ethereum.org/en/about/#roadmap'
  2. Click on '...'
  3. Scroll down to '...'
  4. See error

Expected behavior

The current ethereum.org's product roadmap URL should direct to Q3 2024 ethereum.org product roadmap #13399 instead of #12005
