Welcome to the discussion on Relying Party registration, part of the ongoing development of the Architecture and Reference Framework (ARF) for the European Digital Identity (EUDI) Wallet. This topic has been discussed before, and has end of December 2025 been assessed to be further refined in the ARF Refinement Round in 2026.

Objective of Topic X - Relying Party registration: ​
To clarify and refine HLRs for Relying Party (RP) registration, including modelling of RP instances, intermediaries, and access authorization.​

Description: ​
This topic addresses the information and mechanisms required for RP registration, including identification of relying parties, their intended use of the EUDI Wallet, contact details, and constraints on the data they may request from users. It also covers related concepts such as RP instances, intermediaries, and registrars. ​

Reason why Topic X is addressed in refinement round: ​
There is additional clarity needed on what RP registration entails in complex scenarios such as the use of intermediaries or large organisations operating multiple RP instances. Gaps have been identified in the modelling of RP vs RP instances, and in signaling or registering registrar endpoints where registration certificates are optional.

We refer to the ARF 2.8.0, including annex 2 on the latest status.
