[Wrap Plus] Create Unit Tests and fix the C++/Rust documentation styles

This issue was supposedly fixed on:

However I just tested it, and it seems it is not fixed. Probably it was broken by some other update. This is why Unit Tests must to be written. Now use TDD and implement a test which fails with this problem, then fix it the code until the test pass.

But, first fix the Unit Test from:

Closed the wrong issue. The #73, should be closed instead of this one, at this time.

The basic case, this:

/// This is a doxygen is a doxygen is a doxygen is a doxygen
/// style multiline
/// C++ comment

should change correctly to:

/// This is a doxygen is a doxygen is a doxygen is a
/// doxygen style  C++ comment

Assuming a wrap width of 50 characters.
