Refactor Channel structure into using on-channel/account hooks instead a flurry of confusing on-channel hooks. This also would make it a lot easier to let users customize their channel behavior/look etc.
There are a range of issues with the ChannelCommand as implemented. It may be worthwhile to explore a different way to implement channels in core.

Move wiki-docs to static site created with Sphinx, using extensions for using Markdown.
