Just for the record in case anyone else has problems with the installation.
I have now followed the same process with a fresh install of Ubuntu Gnome 13.04 upgraded to Gnome 3.8. It worked perfectly for both Python 2.7.4 and 3.3.1.
Root directory for this install was /
pythonx is used to select the version for the installation. I ran them one after the other, first python (for 2.7) and then python3 (for 3.3.1).

export CFLAGS="-Wno-strict-aliasing -Wno-unused -Wno-write-strings -Wno-unused-function"
git clone git://github.com/hgrecco/llvmpy.git -q
cd llvmpy ; python setup.py install -q >/dev/null ; cd ..
sudo apt-get install curl
curl -O https://raw.github.com/pypa/pip/master/contrib/get-pip.py
install distribute with sudo python3.x distribute_setup.py
sudo python3.x get-pip.py
git clone https://github.com/numba/numba.git
cd numba
pip-x.x install -r requirements.txt
pythonx setup.py install
Add export LD_LIBRARY_PATH="<your choice of root for this install>/lib" to .bashrc
this is the file where you find libLLVM-3.2.so
