feat: Auto release @excalidraw/excalidraw-next on every change

If the commit needs a release, this GitHub action will update the package name to @excalidraw/excalidraw-next and append commit hash to the release name and then publish the package.

Here is the auto released version.

TODOS before merge

• Remove aakansha-autorelease from branches, so it only happens in master branch
• Update package name to @excalidraw/excalidraw-next
