Having a Changes file is considered best practice for Perl dists. This change also resolves the CPANTS has_changelog core issue.

Having a Changes file is considered best practice for Perl dists. This
change also resolves the CPANTS has_changelog core issue.
I used the commits and the dates/times from each commit which bumped the version number in order to determine what the content of the Changes file should be. If you want anything changed, please just let me know and I'll update as appropriate and resubmit.
