Found: 4.2.2
Ext.NET forum thread: Horizontal Scrolling Broken

The errors below described only happen if using Internet Explorer 11.

The horizontal scrollbars can not react at all to mouse clicks to the button scrollers or to the 'page scroll' event that triggers while clicking the scrollbar area that's not covered by the drag-scroll handle.

In this example, the buttons and 'page scroll' clicks are ignored for the horizontal scrollbar:

It may be necessary to widen one or more columns of the locked view to be easier to reproduce the issue.

And here, if a column is widen, making the horizontal scrollbar be displayed, scroll right (by any means) and then scroll back left all the way by clicking the left scroll button (<), the scroller is moved back right when reaching the end of the scroll:

The issue above does not happen with current Ext.NET that is merged with ExtJS 6.5.0, so the bug will no longer be in Ext.NET 4.3.0 when it is released.
It happens with current Ext.NET 4.2.2 (ExtJS 6.2.1).
