Adding custom/typed tags to TagField expands picker instead of adding #1591

When typeAhead is enabled on tagFields and two keys are pressed too quickly, then input to add the tag is entered (like the <ENTER> key), the picker is expanded instead of adding the tag.

This happens because, when the 'on key up' event is triggered too quickly (by pressing two or more keys very quickly), a condition to expand the picker is fulfilled -- two consecutive typeAhead queries with the same value are triggered.

To reproduce this issue, just hit the two last keys on the custom tag name very quickly, then try to add the tag with the <ENTER> key in the example below:

<%@ Page Language="C#" %>

<!DOCTYPE html>

<head runat="server">
    <title>TagField v4 - Ext.NET Examples</title>
    <form runat="server">
        <ext:ResourceManager runat="server" />
        <ext:TagField runat="server" ID="TFRecipient" TypeAhead="true"
            HideSelected="true" FieldLabel="An" Width="650" AllowBlank="false"
            Padding="5" IndicatorIcon="Help"
            IndicatorTip="Indicator Tip test.">
                <ext:Tag Value="0" Text="George (" />
                <ext:Tag Value="1" Text="Sang Lamie (" />
                <ext:Tag Value="2" Text="Alhos Hostis (" />
                <ext:Tag Value="3" Text="Guildoval Boturici (" />
