Various bug and stability fixes

• Bugfix gpsinit factory_reset (thanks Daniel Franklin)

• epoloader now stops periodic output of NMEA messages at startup
  then restores them when it completes. This should keep the parser
  from getting confused when it's looking for responses.

• Added '-d / --debug' to epoloader and gpsinit.

• Added 'debug_on', 'debug_off', 'get_version' and 'get_epo'
  commands to gpsinit.

• Both eporetrieve and gpsinit print the current firmware
  version of the device at startup.

Python 3 and stability fixes

• epoloader, gpsinit and gpsstatus were refactored to be
  more fault tolerant and Python 3 compatible.

• Set the default number of sets to send in epoloader
  to 26.

• Added new "clear_epo" command to gpsinit.

• Added the "speed", "no-init" and "keep-new-speed" options
  to gpsstatus.
