Version 1.9

Version 1.9 comes with an improved timecontrol for repeating timecontrols (e.g. tournament mode in Arena).

Also added static null move pruning.
Evaluation parameters were tuned with texel tuning which results in a lot of elo gain (alteast in selfplay).
Additionally, an overflow error was fixed which crashed debug builds.

This is version 1.9 against v1.8 at 60s +0.6s:
