Bug: Cannot run the project without React devtools

React version: 17.0.2
Browser: Edge

Steps To Reproduce

1. Open the project in the sunny day
2. Nothing can run normally
3. Uninstall React Devtools
4. Reinstall React Devtools
5. Uninstall React Devtools again

I don't know why but my React project (CRA) cannot run without React Devtools in development mode

I forgot to exclude the DNS rule for localhost in Adguard. That's the reason why this bug happens.
