Unicode not handled correctly in package descriptions #21

Package description strings are UTF-8, but cower incorrectly interprets them as ISO-8859-1.

For example, the description of deja-dup-new should be:

Déjà Dup is a simple backup program.

but cower -i displays it as:

Déjà Dup is a simple backup program.



0000120: 2044 c383 c2a9 6ac3 83c2 a020 2020 4475   D....j....   Du
0000130: 7020 6973 2061 2073 696d 706c 6520 6261  p is a simple ba
0000140: 636b 7570 2070 726f 6772 616d 2e20 4974  ckup program. It

Locale settings are irrelevant to this problem.

cower and other programs correctly output UTF-8 to terminal.

This is sort of a duplicate of issue #10, but the bug isn't in cower.
