fedmsg.encoding can handle encoding datetime objects and time structs.

This allows it to handle datetime.date objects too.

Looks like it won't work for me:

>>> import datetime
>>> import time
>>> time.mktime(datetime.date.today())
Traceback (most recent call last):
  File "<input>", line 1, in <module>
TypeError: argument must be 9-item sequence, not datetime.date

Never-mind I was missing the .timetuple()
