Closes issue #3 The scheduler polling will be disabled by default to avoid a few potential bugs with the scheduler. To enable it, forcing the env variable 'sched_time' to 'true' will required.

This removes the percentage graph, a fickle one based on the sampling rate, and instead goes for two timers per scheduler. This instead puts the control of how to interpret the data in the hands of the person assembling graphs and should be more flexible.
