Do not bundle compiled files
The end user will get an error when loading the gem unless they have
the same version of MacRuby that I compiled with.
The next strategy will be to see if I can add a gemspec option to
trigger compilation at install time.
Don't require the gem to be installed in order to install it
Bump version to 0.7.0

I'm going to try distributing with AOT compiled files for MacRuby
Hopefully this doesn't backfire.
Ship with the .yardopts file so that yard servers generate docs properly
And do not forget to include the extension.
Rename the yard extensions file to yard-jiraSOAP and use it in .yardopts
So now it should run by default everywhere.
Also get rid of loading the extension in the rakefile since that is
no longer needed.
Remove use of jeweler
This means maintaining the gemspec myself and replacing the few rake tasks I used myself.
Add some more gemspec metadata and regenerate gemspec
Commit the gemspec so that bundler works
