updates webpicommandline to latest version which does not require .net 3... #119

was playing with some webpi on windows 8.1 (which does not come with .net 3.5 installed) and after installing webpicommandline from chocolatey, I was prompted to install .net3.5. Upgrading to this version avoids that.

Ah, shoot. Forgot that this was setup so it didn't require admin privileges to install...

This is done, but uses lessmsi to extract the items from the MSI and puts them on the path, very similarly to the way it did before. Also webpicommandline now depends on webpicmd, which is the properly named version of the tool.
