Description

Provide details of the change, and generalize the change in the PR title above.

This contains two parts: a script that fetches and analyzes GitHub nightly run results to see if they passed, and if not, what failed. And a script that posts that into the nightly build summary (along with the workflow to run it each morning).

Testing

Describe how you've tested these changes. Link any manually triggered Integration tests or CPP binary SDK Packaging Github Action workflows, if applicable.

Tested via manual run: https://github.com/firebase/firebase-cpp-sdk/actions/workflows/build-report.yml
Which updated the nightly report: #1179
