Colourise diff(1) output, if supported #7308

Description

This adds a simple wrapper to enable colour support for diff(1), like those for ls(1) and grep(1).

TODOs:

  • Changes to fish usage are reflected in user documentation/manpages.
  • Tests have been added for regressions fixed
  • User-visible changes noted in CHANGELOG.rst
