Usability of disabled "New Circuit" action #547

In the current version, the "New Circuit" action is disabled in the following situations:

There are unsaved changes
In the explorer, no project/library or folder is selected
The user is not authorised to add circuits to a library, e.g. the built-in system libraries

This can be confusing to users who want to create a new circuit, but don't understand why the "New Circuit" action is disabled.

Therefore, let the "New Circuit" action always be enabled, and show a corresponding dialog when one of the above conditions is not met.
