Add new routines to make it easier to build integer arithmetic trees.
They automatically determine whether to use IL_KADD, etc., or IL_IADD, etc.
add,sub,div,mul,max,min.

create an entry in the ag table, call get_ftn_extern_lltype and set the
lltype->str during write_extern.
Rename ili_get_vect_type() to ili_get_vect_dtype()
to disambiguate the type system being accessed.
