cmake: fix error when TARGET_ARCHITECTURE is set #86

When TARGET_ARCHITECTURE through the user, a cmake syntax error
is triggered:

CMake Error at CMakeLists.txt:32 (if):
  if given arguments:

    "STREQUAL" "Linux"

  Unknown arguments specified

-- Configuring incomplete, errors occurred!Unknown arguments specified

So check for TARGET_OS independently.
