Description of the problem

OCI remotes are not working, any action with OCI remote returns 404

Steps to reproduce

# flatpak remote-add --user OCI oci+https://registry.fedoraproject.org
# flatpak install -y --user OCI org.gnome.Evince
Looking for matches…
error: Unable to load summary from remote OCI: Server returned status 404: Not Found

oci works with flatpak 1.4
