When I try to install the ruby gem on Chakra linux I see this output :
Install is on Chakra linux avaible on /usr/.bin/install

probably means, that you're missing the /bin/install executable.
No, install can be found at /usr/bin/install
Ok, then you have to reinstall your ruby, because it assumes install to be located in /bin which it probably was before.
Nope. I asked the maintainers and /usr/bin is the normal place for install in Chakra Linux and Arch linux
What does your ruby output if you execute the following?
require 'rbconfig'; p RbConfig::CONFIG['INSTALL']
=> "/bin/install -c"
So, your ruby has /bin/install configured as the path to your install executable and you either teach ruby to look at /usr/bin/install instead or have this program living at /bin/install. If you don't, you most likely cannot compile and install any ruby extensions on your system.
