time: macos: use native time resolution instead of timespec_get #6

In newer versions of macOS provides a timespec_get() function, but for
some reason it does not provide full nanoseconds resolution, last 3 digits are
always zeros.

This patch try native macOS time resolution first instead of timespec_get.
