Make store timeout configurable #2212
Description
Currently, we use the env variable: FLV_DISPATCHER_WAIT to specify the timeout period for store watcher. We should make this configurable to make it flexible. This allow SPU store have longer timeout instead of fix 10 second.
- Update the SC to use longer timeout for SPU provisioning
- Remove FLV_DISPATCHER_WAIT hack in the CI
