Create 'Always' button on time/date modal, and set the 'special category' to default to it

I'm already noticing that we are losing many resources and people due to them setting a short time to be listed on the map. that option is available to them, but the optimal option is that they list themselves forever.

Please create a 'Always' button on the time/date modal, which selects a date around 50 years in the future.

Set this button to be selected by default if a user has selected the 'special category' (Community Offers/Meet Me for Action), so they have to change it if they only want to be listed for a short time.

@artysidorenko here's the issue in Github. Looks like you completed this around the time we stopped using the 'issues' system in Github so its not linked to any PR that i can see.
