The OpenStack Compute class works just fine with multi-region support, but the Image class does not. This patch should resolve that -- I've been able to use it in a multi-region environment plus all tests have passed.

@dprince Yeah, looks like #1409 that was just merged might conflict with this.

Closing and will open a new pull request. I wasn't happy with the rebase and just made a clean commit.
