It would be difficult to make them more visible without just going all-out full-bright. We already gave them a minimum light level ("$selfillumtint" "[1.5 1.5 1.5]") and beefed up the team color saturation considerably.

Some visibility improvements would defiantly be nice. But also to be fair phantom is a poorly lit map.
maybe some rimlight? Might make players stand out a little more.
Rim lights would be awesome, but I think I already looked into it and I think its not supported on our current sdk version. There might be something similar we can do manually, though.
honestly if the visablity improves any more it'll have to be bright neon green :P
I'm going to take a look at this and see what I can do; expect more soon.
