cleaned up the timezone code and ensured is working properly.

Todo:

  • Update in-code implementation
  • (not intended to be included) Update builder config as it seems to be ignoring values set
  • Update DB patch (didn't work as expected)
  • Continue exploring values not expected in Reports
    • Root cause found
