Two new files committed to freebsd/main with the version bump to 1400015 force changes to drm-kmod to properly include the new files and not shadowing their contents with the empty dummy files. Sponsored-by: The FreeBSD Foundation

Two new files committed to freebsd/main with the version bump
to 1400015 force changes to drm-kmod to properly include the new
files and not shadowing their contents with the empty dummy files.
Also prepare for the MFC by putting the logic in place for FreeBSD 13
so only the __FreeBSD_version needs to be adjusted for that.
