Allow perl5>=5.20<5.22 for a package dependency definition

Right now, only one test is allowed, you can do perl5>=5.20, or perl5<5.22, but not both.

Nope this is a modification that should only be done in pkg info
aka the ports tree is doing pkg info perl5>=5.20
