Remote max debt is now not included inside the mutual credit structure.
This means that every side only knows the value it chose for
remote_max_debt, but doesn't know the value oflocal_max_debt(chosen by the remote side).In other words, every side knows what is the maximum amount of funds he can have, but does not know what is the maximum amount of debt he can get into.
