Admin interface registration form should list username limitations #3746

Username field should have some smol help text indicating whether a username can have spaces in it, is case-sensitive, etc.

User Research Evidence

During SecureDrop trainings, one of the questions asked by admins and journalists creating accounts on the SecureDrop admin interface is whether they can have spaces in their username or if the username is case-sensitive. The form should indicate these things.

Looks good to me! @huertanix Are those two bullets in fact the ONLY technical requirements for usernames (eg: are special characters prohibited, are numbers prohibited, etc)?

Agreed on earlier point that keeping best-practices advisement out of the bullets is a good thing... just want to ensure the two objective-requirement bullets shown, are in fact the only ones.
