Bulk API files appear to have the wrong dates #278

A user has identified that the results in this query don't have the dates they expect:

https://www.courtlistener.com/api/bulk/2014/08/04/all.xml.gz

I'm not sure if they're correct or not, because this could be a timezone thing. Their problem is that they expect data from 2014/08/04, but they're getting results for 2014/08/03.

Closing this one out, @brianwc. The bulk files will now use the REST API as their backend, so any issue that they previously had is beautifully moot. If we run into this error in the new bulk files, we can excise it from the REST API and fix it in both places.
