Add anchor support to various pages

The goal is to add the little pilcrows and automated anchors to various pages. I use these a good deal on the pacer and IDB fact pages, for example. It'd be nice if they were an option in the front matter of each page, but even if they were on every page, that'd be fine if they weren't too ugly.

Could definitely benefit from some help on this one. I have't found any good libraries for this yet.
