The reason is because Mr. Lee took over freenode and is trying to get revenge over the staff that built the network, and he now dislikes. It's not because it's Korea, on the contrary. It's to show that the Crown Prince itself is not a nice guy.
But the facts were put on the table and now he's showing his true face, acting as the victim while the data of thousands of users in Freenode will be sold, or who knows what he's doing with it.

This is just not factually accurate. Excluding Libera Chat:
OFTC was started in 2001, due to problems with freenode.
irc.gnome.org, irc.mozilla.org, irc.perl.org, also exist independently of freenode.
And today, many projects are using Slack, Discord, Gitter, and Matrix.

I also see some free software projects that migrated away from freenode but not necessarily to libera. Binary Outcast and Libreboot come to mind.

I think if there were actual threats about that circulating, I would have heard about them by now. I happen to listen very carefully to the various streams of IRC drama. First I've heard of it.

This diff is hard to read so I'll point it out for other readers:
Primary channels are now "required to stay open". This is, obviously, a rule intended to stop the mass exodus of projects from freenode, by allowing freenode to delete all evidence of the exodus and pretend it never happened. Because if the truth got out it might harm freenode's reputation.
