ability to pass in F# Interactive Options, namely -d:MONO #302

This is one of the last items needed before I publish a release build of SourceLink.Fake. as I brought up when adding source linking to FSharp.Data. I want to be able to pass in an F# Interactive Options. All the options start with a dash. We could pass along any argument that starts with a dash to fsi.exe. The arguments could even be whitelisted. The one I need is -d:MONO or --define:MONO in order to not include all the TFS stuff.

I may try adding this. This looks like a good place to start:
